Aidacare, Independent Living Specialists and Country Care Group sell disability and aged care equipment. They have different owners. They all hire the same lobbying firm, Hawker Britton.[1]
Hawker Britton’s ACT and Tasmanian register entries also list Affinity Education, the Quadrant-owned childcare group, and HESTA, the health and community services super fund.[1]
That’s only the ones on the register. Staff lobbying for their own company, and much of what peak bodies do, aren’t covered by the Commonwealth lobbying code.[2]

Of the 130, 69 were ministerial or parliamentary staff, 26 were Commonwealth public servants and 9 were ministers or MPs.[45][46] The register lists each firm’s lobbyists and clients, but not who works on which client. It only covers lobbying firms, so people lobbying in-house for Ramsay, Bupa and other companies are not on it.
Then and Now: 2015 to 2026
Since 2015, the number of lobbyists working at firms with care clients has grown much faster than lobbying overall. The share who used to work in government has grown too.[45][47]

DoubledFor-profit care accountsFirms with a for-profit care client went from 26 to 52. The lobbyists working at them rose 85%. The whole register grew 20%.
In 2015 the big for-profit care accounts included Opal Aged Care, Medibank Health Solutions and KinCare at Barton Deakin, McMillan Shakespeare at GRACosway, and Ramsay Health Care at Kreab.[47] The 2015 figures come from the old register’s firm pages saved on the Internet Archive: 273 firms, mostly saved between February and July 2015, with 44 saved in early 2016. A few pages may be missing, so the 2015 totals may be slightly low.

The NDIA
Two former NDIA chief executives now run companies that make money from the NDIS.

De Luca ran Bankwest, part of the Commonwealth Bank, from 2012. In September 2016 the Commonwealth Bank announced his resignation, and he left at the end of the year.[6]
A Commonwealth Bank remuneration document published by the Banking Royal Commission referred to a “termination arrangement”. When Senator Jordon Steele-John raised it at Senate estimates in March 2021, De Luca wrote to the committee that he had resigned, and that the bank uses “termination arrangement” for salary and leave entitlements whenever someone leaves.[7]
Eight months after leaving Bankwest, he was made chief executive of the NDIA. Social Services Minister Christian Porter welcomed the appointment, describing Bankwest as “a significant, demanding and customer-focused job”.[8]
When De Luca resigned, the NDIA announced he was going straight to Zenitas, “a community health organisation, which has recently been acquired by the private equity firm of Adamantern Capital Management and Liverpool Partners.”[9]
He brought his Bankwest people with him. Antonia Albanese, Bankwest’s General Manager Small Business, joined the NDIA in December 2017 to run markets and providers. Anthony Vella, Bankwest’s Head of Strategy and Transformation, joined in January 2018 as deputy CEO and chief risk officer.[10]
Both left the NDIA on 30 June 2019, both went to Zenitas, and both now sit on McMillan Shakespeare’s executive team.[4]
McMillan Shakespeare owns three NDIS plan managers: Plan Partners, which it bought outright in 2020, Plan Tracker, bought in July 2021, and My Plan Support, bought in May 2025 with 3,800 customers. The company says it uses AI and robotics for fraud detection and invoice processing. It now reports 43,000 customers.[11][12][13]
Company records show the same pattern. ASIC lists De Luca as a director of 29 companies in the Zenitas group from mid-2019, including Claro Disability Services, APM Lifecare, Dimple Physiotherapy and Zenitas Healthcare, until 25 February 2022. From 16 May 2022 he became a director of McMillan Shakespeare and its subsidiaries, including Plan Management Partners and Plan Tracker. On 30 May 2025, the day the My Plan Support purchase completed, he became a director of Plan Support Agency Pty Limited.[14]

Martin Hoffman

Hoffman was appointed in 2019, when Stuart Robert was NDIS minister, and ran the NDIA from November 2019 to July 2022.[15] In July 2023 he became chief executive of Aidacare, which sells wheelchairs, beds and other equipment to NDIS participants.[16]
Quadrant Private Equity bought a majority of Aidacare in December 2022.[17] The Future Fund has $1,414.5 million with Quadrant.[18] In February 2026, Aidacare borrowed about A$540 million to refinance debt and pay Quadrant a dividend.[19]
Hoffman isn’t only the chief executive. Aidacare trades through QPE Alpha 1 Pty Ltd, the Quadrant company registered at Aidacare’s Moorebank head office. ASIC records show Martin Hoffman holding 1,226,312 management shares in it, beneficially owned and fully paid. Another 281,449 management shares are held, not beneficially, by Ulysses Corporation Pty Ltd. Ulysses is Hoffman’s third given name.[20]
Before government, ASIC records list him as a director of a run of research, data and information companies: AZA Research (1996 to 2000), the Cooperative Research Centre for Biopharmaceutical Research (1996 to 1999), the CRC for Asthma and Airways (1999 to 2004), Australian Property Monitors (2001), HWW (2006), Azure Health Technology (2007 to 2009), InfoChoice (2007 to 2008), Media Next (2007 to 2009), and the Australian Solar Institute (2012 to 2013).[21]
He ran ninemsn, the PBL and Microsoft internet joint venture, from January 2003 to July 2006, and sat on the board of realestate.com.au from April 2003 to April 2006. In January 2007 he became chief executive of Loop Mobile, a listed mobile social network, and was issued 2 million shares worth $400,000 under his employment contract.[22]
InfoChoice was a listed financial comparison company. Michael Traill, who later chaired the government’s Social Impact Investing Taskforce, was also one of its directors. Hoffman joined in June 2007. A month later InfoChoice sold its mortgage-processing business to Perpetual, and Hoffman left the board on 5 February 2008.[21][23][24]
By November 2024, ATSA’s newsletter listed “Martin Hoffman (Aidacare)” as a director. The same issue reports ATSA sitting down with Bill Shorten and senior NDIS staff about equipment approval delays, and setting up a monthly meeting with the NDIA.[25]
20 March 2026: Aidacare admitted to the ACCC that from January 2022 to May 2025 it likely told customers they weren’t entitled to repairs, replacements or refunds when the law said they were.
Its contracts likely had unfair terms, including only 24 to 72 hours to report a fault. Aidacare gave a court-enforceable undertaking to fix it.[26]
